Alright, I thought long and hard about this. These are Luna's first impressions of everyone: Rico: I feel like Luna would ultimately like him. They're similar enough in their headstrong personalities and she'd respect him for chasing after his dream, despite what others might think. Those similarities would no doubt lead to them butting heads here and there, but I feel like they could be good friends. "He seems like a good guy and all, but gods above, is 'loud as hell' his only volume?!"
Morgan: It might be a strange viewpoint for an ex-princess, but Luna does not like politicians. As far as she's concerned, they're all liars, holding one hand out in kindness while getting ready to stab you in the back with the other. While she would respect Morgan for his goals, she wouldn't put much stock in what he would say until she saw, firsthand, his actions speaking for themselves. "Let's see if all this talk about wanting to do good for his people has any weight when he gets where he wants to be."
Suiten: I feel like Luna would see a kind of kindred spirit in Suiten. Though their circumstances are about as different as they could be, she not only understands how being away from home feels, she can also understand what it's like being so different from everyone else. While she wouldn't understand half of what Suiten finds interesting, she could appreciate the passion the young mermaid would have. "She seems a little too into herself, but she seems like a decent person. I like her."
Haku: Luna would probably have the hardest time warming up to Haku, given that the Marines had destroyed her home. Despite that, though, she understands that not all Marines are to be blamed for that, especially someone as new to the organization as Haku. Given enough time, she could warm up to him, I feel, though it would be very slow going. "Other than the whole Navy thing, my only other gripe with him is that he's too damn quiet."
Annabelle: Given their similar professions, Luna could probably get along fairly well with Anna. Their methods are about as different as night and day, just like their personalities, but her time on her own has taught her that some people have to do whatever they can to get by and she's no different. "Besides, I wouldn't mind having a sniper watching my back in a fight."
