Well, it's hard to know because Skobeloff hasn't really met or spoken to Topaz, but you get the sense that Garrock just thinks there's something... off with Topaz, and even he's not entirely sure why he doesn't like her. Like, he takes the fact she isn't interested in getting to know him somewhat personally - in fact, you get the feeling that Garrock takes a lot of things more personally than he seems to and holds onto those feelings for a long time - but in this case he just [i]immediately[/i] took against Topaz and he's not going to change his opinion of her any time soon. And from the rumours you've heard about Topaz, this is not an uncommon sentiment. She's a very divisive figure. People seem to feel very strongly for or against her with very little variation in between.
