[/quote] Soooo, the short answer is that the Mutant Response Division Act of 2023 (or MRD Act) is currently only at the committee stage - this will progress as the RP continues but at present the MRD is not a reality. The bill is one of many different initiatives put forward by anti-mutant politicians, following the 2020 election. The mutant "issue" was made a political dividing line during the 2020 Republican primaries, where Kelly challenged the incumbent President, Christian Ward for the nomination. His campaign brought mutant issues to the forefront of the political debate, and he came within a hair's breadth of replacing the president on the ballot paper as the Republican nominee. While Democrat Matthew Ellis ended up winning the election, it was ultimately Kelly's campaign revealing the depth of feeling for actions such as mutant registration, and showing the incumbent to be out-of-step with the views of his party on the issue, which was seen as the killing blow. One of his main campaign promises was the creation of a federal agency which would be responsible for responding to the mutant threat. Some key features of the proposal: [list][*] The agency would be manned by roughly 20000 employees trained in combating and capturing problem mutants [*] There would also be a push for research and development into anti-mutant weaponry and containment solutions, such as the X-gene inhibitor collars currently in use at some super-max prisons such as the Raft, or specialised weaponry for use in specific cases such as plastic ballistic weapons to combat ferrokinetics such as Magneto, Polaris etc. It was speculated that this would be mostly carried out by government contractors, chief of which being Trask Industries. [*] Mandatory self-declaration of mutant status in limited situations, such as when using air travel, participating in sporting events, etc. This is largely seen to be setting the groundwork for a formal push for mutant registration. [/list] The proposal later became the MRD Act, and is largely seen to be an attempt to raise Kelly's political capital ready for a second run at securing his party's nomination for president. [hr] In regards to the second question, at this time we will not be accepting applications for villainous characters. Anti-heroes will be considered on a case-by-case basis but are not actively encouraged. At this stage I would much rather be filling out the cast with hero characters.
