Setting up the background lore.
Establishment of TCAMDR: After seeing the havoc of these aliens, demons and terrorist wreck havoc globally, the UN has decided to convene a Security Council meeting behind closed doors in March 1990. This was mostly chaired by the Permanent Five without the other 10 non-permanent members. During the meeting, it was only known that they have talked about the recent attacks made by the cult Gorgom and the intergalactic alien invasion force known as Vyram. They all realized that they did not put enough efforts to bolster their existsing units after EAGLE facilities were taken out by the Black Cross Army in the 1960s, taking advantage of tensions in the Cold War between the West and East. It was known, without the details, being specified that the new unit would be a global unit meant to tackle cases of bio/alien-based technology and magic being used by a variety of hostile groups. Further details will be made on who would head this proposed unit.
Appointment of officials: Following deliberations, UNSC president Abdullah Saleh al-Ashtal announced that ex-EAGLE officer Gonpachi Edogawa will lead TCADMR as its first commander. He will take his post on April and will be posted until 1995. Ex-Skyforce officer Akira Ichijo will serve as TCADMR deputy commander with the same term as Commander Edogawa. This appointment was made despite protests from various groups and persons who are said to be aware of his conduct and actions after the implementation of the Jetman Project during anti-Vyram operations. Ryuusuke Oowashi would serve as chief scientist, based at NASA HQ in Washington, DC.
The 1990s: In the mid 1990s, a meteorite crashed somewhere in Shibuya, which resulted in the appearance of mysterious aliens dubbed as Worms. TCAMDR forces were assisted by ZECT, providing expertise and tech needed to investigate and eradicate the menace. Meanwhile, the Terra Venture space colony project through the International Network of Excel-Science and Technology (INET) failed to move to another galaxy after leaving the Milky Way due to an attack by aliens. It is speculated that INET may consider to pull the plug on further investing on space colonies.
The 2000s: In the early 2000s, mysterious portals have begun to appear worldwide. From Europe to the Americas, Asia, Africa and even Australia/New Zealand. Civilians have made videos of these events, but TCAMDR has sought to fight off rumors that demons or aliens have been sighted. SPD officers were immediately on sight after a portal sighting. However, a TCAMDR official in Ottawa has refused to comment. According to her, she said that "TCAMDR is not willing to speculate on these portals without a through investigation." Somewhere in northern California, a civilian managed to get a shot of a suspicious being in some sort of airship that left in a hurry before it went through a portal. TCAMDR did not comment, but said that they are investigating the incident. Meanwhile, INTERPOL has resumed looking for ex-Gorgom supporters Koichi Omiya and Ryuzaburo Sakata for criminal and terrorist activities when the cult was active. TCAMDR was called in to assist after receiving "credible" intelligence that they were sighed in South America.
Cases of Interest: TCAMDR was tasked by the UNSC to investigate rumors that a mysterious backer is responsible for trying to conduct research on cyborg soldiers. This may have something to do with missing person's cases being reported in East Asia. A TCAMDR informant in Argentina reported that he may have seen Omiya and Sakata somewhere in Rosario. But when debriefed about it by TCAMDR intelligence officers, he told them that he heard rumors that the two Japanese fugitives were seen in hiding and planning to move out of South America. He was not sure on the details. At the same time, Shade's takeover of the TV Asahi building was foiled by a new Kamen Rider, whose name was known as G. His current location is not know, but TCAMDR is actively looking for his last known location. Witnesses and survivors in the incident were being interviewed.
Cases in TCAMDR's radar: The various prefectural police forces in Japan are now scrambling to intensify the search for missing persons all over the Kanto Region. Some witnesses have seen suspicious persons wearing shades and in tactical clothing grabbing unsuspecting persons off the streets when they're alone or when bad weather is in play to leave little or no traces of their operations. Intelligence has picked up new intel in Coral Harbor that an ISS official is sighted in the city, supposedly doing business with the Energy Management Center. The person is not identified, but audio surveillance has him of East Asian descent. He has also identified as with the Foundation. It is not clear what this means. Initial surveillance has indicated that he's always seen wearing shades. TCAMDR has tasked all operatives to be deployed to the US and Japan. For those bound or based in Japan, intelligence is still trying to ascertain the location. In the meantime, TCAMDR operatives are free to get any intelligence to get the location by any means necessary as long as he or she does not draw too much attention to themselves.
