Yes that is correct, this will take place in San Andreas state as in the game GTA V. However in case you want to add places that exist in GTA: San Andreas this can also be discussed. 

About personality this is optional, it can be highly recommended to provide some context/flavor for yourself and for other players to help them in their interactions. You can add individuals but the main idea is to have at minimum a small squad (5 people), you can choose yourself if you would like to keep your outfit small or larger of course. You can always play mostly on person and have his friends and family as the other people. The freedom is yours there how you want to play your organization but the basic structure needs to be there.
