You are guaranteed to find one, but the more work you put into it, the better quality they will be, and their relationship to you will be changed by your roleplaying Since you seem to be looking for someone familiar with the city, your best options would be a former sex worker, a bastard, or a one-handed thief. You might also seek to find an exiled nomad, or a branded poacher. These will, initially, be less useful in the city, but they might be useful beyond its walls.
