I'm also playing around with the idea of starting the character off by having them steal some Wardana armor during the day that the fourth ringers get access to the third. 

Just some thoughts I'm having :)

Wild things happen in life, and I could definitely see upper ringers having affairs and things going wrong with lower ringers. If one walks into the storm, they most likely are not coming out, and was probably a good idea that they didn't take themselves or the baby in the storm! 

Being storm-touched is always a curse since you would not be considered human/eligible for rations anymore! You would only be accepted in the fourth ring and would probably live in a house full of other storm-touched individuals. For the concept of burning the child's face. Physical scars versus actual curses from the storm touch are different, especially by keen and educated eyes. 
The individual could have taken the baby to the Gray Market and had a face changer change their face instead of being so gruesome, but the creative liberty is up to you! Just throwing a few more ideas in the pot for you. 

Do not worry about life obligations! This will be a slow-burn RP that allows people to come and go. A reason I loosely use the term sandbox and flexible. For the idea about the character knowing ikonomancy and ikons. They can. You will have to explain in the story to the character why they know it and if they learned from actual reliable sources like going through the Academy. Did they retire? Did they desert the Academy? So on. 
Being in the fourth ring and practicing Ikonomancy and using unregulated ikons in that area is very dangerous so they definitely would have to be on the cautious side of things! The Wardana and Regia Guard do not like "filth" knowing more than they should. 

Your character can always attempt to steal from the Wardana Academy but that is a lot of planning and work! It's possible. They would have to plan and figure out how to get to the highest point of the third ring where the Academy lies. Get in and out without setting off any alarms and so on. You will figure that out!
