I am debating on having Stargirl go for the guy with the grimoire, maybe to distract for an opening for another hero to strike? I feel like it won't be simple to get into melee with this guy? 

For Frostie, I was thinking of having her engage the scorpion creatures he summoned to keep them away from the crowds with some of the others, im thinking her ice power would be handy in slowing them down or attempt to freeze them in place.
