Their canon says only that the Chinese offer military support to the Kazakhs. It's safe to assume that the only reason they do this is to ensure the existence of another rival state to both the Russians and the Persians. Oh, and unless demographics have changed in Central Asia for this RP (a lot), less than a fifth of the people living in that country are Kazahs. They wouldn't even be the largest ethnicity.
