What are the scope of the powers? Are there limits? Expectations? Is this closer to batman or superman?

I have a transmasc hero I've been tossing around for a little while. A man with an affinity for and control over plants. Not unlike Poison Ivy but flipped around to be a hero (I've thought of using him for a lovely little bit of body horror, but that could easily be tossed into a different rp at a later date if that does not match this rp's tone). He's had top surgury but not bottom surgery. His super-persona is entirely male, but he fears getting caught. He has this guilt and anxiety that, if he doesn't fill the hypermasculine role of a superhero, he won't be treated with respect. He fears getting ousted because people may treat him differently or not respect his role as a protector.
