1) High Galactic in addition to Galactic Basic
2) There are no Skill Points in this game. Skill modifiers are determined by 5 factors:
*Add Half your Heroic Level rounded Down
*Your Ability Modifier (E.G. Deception is a Charisma based skill. so you add your Charisma Modifier)
*Are you Trained in the skill? If so, you add +5 to your skill check.
*Skill Focus is a feat that gives you an extra +5 to the skill of your choice.
*Misc Modifiers (Certain feats, Classes, Races and equipment will give you bonuses to skills)

You don't buy skills using points.

So, for example:

Wedge Antilles is a Level 9 character (+4), his Dex score is 16 (+3), he is trained (+5) and skill focussed (+5) in Piloting. This means his piloting bonus is +17
