Okay then as I find myself once more bored out of my tiny little mind and an idea expanding beyond it's limit's of containment I will add more.

No mater where you go on earth in 2023 you will find polite advertisements about how important it is to turn yourself over for assessment and training if you suspect you are a Meta. Then almost as politely you are reminded that to withhold information confessing you or someone you suspect is a Meta is a crime.
Sure there are rogue elements still out there but they are hunted by the Council. Some ask how can these unchecked Meta possibly stay free with so powerful a force hunting them and they are reminded that those being hunted are Meta an that the common humans hiding them are protected by the freedoms all are due. To truly eradicate the rogues would require the loss of those freedoms.
Then there are those that say the rogues are allowed to exist because their existence keeps the needed genetic pressure on, there is no proof of this claim.

Since the birth of the golden age most of humanity has accepted their lot in life and are actually happy, Common an Meta Human alike. But no matter how perfect is a society there will always be those who are unhappy with it's. goals and methods. They are found everywhere and even if the council made a clean sweep of an area they'd return simply by coming from those still remaining who'd find some reason they couldn't live under their rule.
