Dwarf Maturity would be approx 20 years of age, some more, some less. Unless you mean puberty, which would be 12-14 years of age. 
Yes you can have a Dwarf with no magics, and if you so choose you can make "techniques" special moves to use with your weapon, or you dont have to, its all up to you.
