Not quite. If you own an industrial district, you can upgrade it to rich. Besides that, it goes from Poor -> Comfortable -> Rich -> Aristocrat. We just skip over Industrial. :>

[@Yankee] Ah, but Lana has two industrial districts she can upgrade at any time. Maybe I can make a note... ^^
