This is what you have in the upgrades: ___ x To upgrade a Poor districf to Comfortable = 3 Wealth, 5 Personnel x To upgrade a Comfortable district to Industrial = 4 Wealth, 6 Personnel x To upgrade an Industrial district to Rich = 5 Wealth, 7 Personnel x To upgrade a Rich district to Aristocrat = 10 Wealth, 14 Personnel ___ That means to upgrade to a Rich district. It would be a total of 9 wealth and 11 personnel, wouldn't it? Even if you make it so Industrial district upgrades are skipped/not allowed. You would need the funds/personnel for both district upgrades, wouldn't you?
