COuld always make a post in the Characters Tab called something like, [u][b]NPCs:[/b][/u], or something. Where you stuff all the important non-players into categories or hiders or somethin'.

Unless of course you [i]want[/i] to introduce them all through the IC and force people to remember those characters on their own after meeting them.
