If someone went viral for whatever reason and a scout saw the potential of turning that into an “origin” story (e.g heroic firefighter does a big thing), then they develop an angle based off of that. If it’s just someone with a marketable face and a useful personality, they mold them fresh, based off of market analytics and what the agency currently has. Unless the talent is super rich or super big. Then it’s more the case that money talks and they can decide who they want to be…at least up to the extent that the public then buys into it.
