We don't have "character vaults". Unless you're talking about the character sheet section, seen here:

It's where most people store all of their character sheets past, present and future. Personal use only, though--RP threads already have a tab dedicated for sheets for that specific roleplay, so separate threads aren't a thing here. Same with OOC threads, it's all built into the same thread.
