Very interested in this: I remember reading up on the Reverse Dungeon adventure module from 2000, and the unique idea it presented. I also enjoy the whole fantastic politicking/schisms between different factions element. How big of a group were you planning to run this with? I had an idea to run a middle-manager type of monster (illithid or lich comes first to mind, but any magic-using monster would be fine) in charge of both Research and Development for the arcane/magic side of the dungeon, while also trying to keep things organized by using scrolls. I think that might fit the dungeon workplace comedy vibe you're aiming for. EDIT: I also assume the dungeons in the setting follow the standard rules of the core requiring an unobstructed (save for locked doors or other types of paths) path from the entrance to the core room, meaning it can't be placed in a sealed room with no entrance? One idea I had is that once there's enough dungeon points/magic development, we could seal the room except for a teleporter entrance hidden among many in the dungeon, with the adventurers forced to try them at random to get there: if you've ever played an old-school RPG you might've seen a teleporter maze at least once, hah. But if that's too munchkin-like/cheese then no problem.
