Never first come first serve. I'll decide on a cast at some reasonable point when more characters are in. It's assemble a cast of 8 based on arbitrary vibes and the rest will more or less be on a waitlist if they want. It's trivial to add more people to the RP since it's "you have pulled for a boss that somehow also has a shard of authority"--be it given by a former player or they just have it for some reason.
