The Undergrowth, as it is referred to by the city's citizens, is a hidden community of individuals who have fallen through the cracks of the city's system. It is predominantly composed of individuals with disabilities, as well as single parents who struggle to meet the AI's economic standards. Many of the individuals in the Undergrowth suffer from physical or mental disabilities that make it difficult for them to contribute to society in the way that the city's AI-managed systems require, resulting in their exclusion from the city's fair resource distribution. The city's government is keenly aware of the existence of the Undergrowth, but they keep it hidden from the wider public in order to maintain the illusion of a perfect, classless society.

The city's citizens have little direct involvement in the government's decision-making processes.

The people of the Undergrowth live in the abandoned subway tunnels beneath Oredale, relying on a network of makeshift shelters built from discarded materials and scraps. The conditions are cramped and overcrowded, with many families sharing small spaces and living in constant fear of the elements and the authorities above.

Despite their hardships, the people of the Undergrowth have managed to form a tight-knit community, coming together to support one another and pool their resources. There is a strong sense of mutual dependence and cooperation among them, as they rely on each other for survival.

The subway tunnels are dark and dingy, with only minimal lighting provided by flickering bulbs and dim flashlights. The air is thick with the smell of mold and dampness, and the sounds of dripping water and the occasional vermin scurrying nearby fill the air.

But not all hope is lost. Sometimes people make it out. It's extremely rare but they do, and they never return.

In one end of this wretched world, there's Tilly Cassiel. She calls herself a merchant though her true nature is that of rebellion. Tilly is not your average merchant. Behind her friendly smile and charming persona, she harbors a rebellious spirit that burns deep within her soul. Despite the harsh and oppressive nature of Oredale, Tilly refuses to be cowed by the government's control and has taken it upon herself to help those in need, even if it means risking her own safety.

She travels throughout the city's dark underbelly, bringing aid and comfort to the people of the Undergrowth and slipping whatever resources she can to help them survive their harsh existence.

You, a government official, have been assigned a dangerous and secretive mission: capture Tilly Cassiel, the elusive rebel merchant who has become a thorn in the government's side. Your superiors have discovered that Tilly has been aiding those in the Undergrowth and want her apprehended at all costs.
