He is placed there because Celine decided that since Elric deals with wild animals, dealing with a wildcard fairy shouldn’t be too hard. The council members are more revealed through the roleplay, they are supporting characters and only used when interacting with main characters

Well, the seeds are not kept, when I said ‘his seed’ I meant him as a Dandelion seed. He was knocked off course by something, and that something is really up to you, if you want it to be an evil entity, I can work that into the main plot, but seeds are important in the sense that fairies are seeds turned fairy because of a child’s first laugh
