For my two cents, I think a Suicide Squad concept could still work if you did something along the lines of what [@Supermaxx] is already doing. Take notable anti-heroes and make them an off-the-books black ops team. Forget the supervillain aspect, or introduce it later as arcs wrap up and villains are arrested. 

Think characters like Deathstroke, Deadpool, Rick Flagg, Deathlok, Wild Dog, etc.
