Those appear to be safe-[i]ish[/i] assumptions. Since in the int-check it's noted that most of the alien homeworlds have been virtually destroyed or rendered nearly uninhabitable/currently occupied by the totality. So any refugees with the means would probably flee to wherever it looked safer.
