It's more like a free for all, although alliances are allowed. The true gifted are very rare only having a few per continent (for example: Firecracker), but, artificial gifted are possible with enough body engineering, but good luck trying to make those without the help of the goverment (luck which ya'll will have cus i'm not gatekeeping that mechanic for only the goverment.) also there's the small probability for a few mixed genes and you're born with an ability (albeit not a broken one, except if i allow it)
