Yes, your character can appear by falling out of the sky.

It might help if I clarify a few things. When it comes to Rule 5, that applies to meme characters/gag characters whose only purpose is random for the sake of random (if that makes sense). Let me put it another way. If you're not sure if your character would fit this RP, ask yourself this, "Is my character capable of being serious if/when the situation calls for it?".

Maybe it's just me, but it's just not fun to try and do an RP where characters are dealing with a major conflict or overcoming personal issues, and then you have Gorg The Buffoon constantly doing goofy things like dancing with his underpants on his head or shouting catchphrases. After a while, it just gets annoying.

So, yes, your character can be funny. Just remember to reel it in when things get serious in the RP.
