I mean you will have to talk to [@Sep] for specifics as it was his post that called in the Warbird. Of the top of my head though a system that can pick up a Chitauri fleet and one which can't pick up interplanetary flying individuals seems pretty reasonable to me. 

I've made the point a few times in Carol posts that a target the size of a human being traveling at supersonic plus speeds is very difficult for most generic modern technology (even the sci-fi aliens when her powers were off) to keep a persistent lock on so that but on an even greater scale.
