She is indeed! 
You can certainly use your reaction to impose a disadvantage on the attack roll. 

Unfortunately, he still hits with a [url=https://www.roleplayerguild.com/rolls/29633]15[/url], but thankfully it's not a critical hit. So the damage roll will actually be a total of 4 (using the first number in the Critical hit roll)
