Well, I'm working on his full character sheet right now, but the gist of it is that he's a dimension-hopping trickster god who's more interested in fucking with people than conquering worlds, mostly because he literally feeds off of fucking with people.  The drama of the world, its rises and falls, twists and turns, produces psychic reverberations that feed and empower him, so he shows up to stir the pot every now and then to ensure that that stays the case.  Though he's supremely powerful on his own, his modus operandi is to instead bind the soul of somebody else, wipe their memory, and drop them into another universe programmed to do his bidding like the Winter Soldier.
