I think the question is how he get admitted to the Clock Tower. The Clock Tower is basically Harvard. You don't get it unless you have the actual talent, pay a ridiculous amount of money, or have connections. Even Waver, despite his weak practical magecraft is at least very good in general magecraft theory and he's 3rd gen, meaning his family has been around for over a century, at least. Psychics are basically a 'new cognition channel' so maybe she just sees objects' past history and construction as a 'talking spirit' (the spirit doesn't actually exist, it just appear like a spirit to her). And then from there, since she has detailed info about the object, she can then extrapolate a more 'ideal version' of the object. For example, because she know intimately the history and the construction of the knife, she can extrapolate how the knife was when it was brand new and where in the process of the construction it could have been improved to be sharper, which she then project around the knife as a shell projection.
