Ellri's got it right that this kind of thing could be incorporated into the tag system. Also, Mahz has said he wants to give thread creators some basic moderation tools over their own things, which I believe included the power to edit titles, so if that gets implemented you could always do a title change to add "open" or "closed" to it as appropriate. Neither of those are quite what your idea entails, but they'll do the job.
