Okay, there are problems with your character sheet that need to be addressed. 

First, having red eyes is not natural, and you would need a good medical reason to have them. Like being albino, though that comes with its own issues. 

I am hesitant to allow an autistic person, even a high-functioning one, since I am not sure you can rp that correctly since I do not know you. 

After checking, there is no degree for strategy. It is too vague, so just say military strategy. Which comes from specialized colleges.  

Functioning Historical Weapons Re-Creator specialist as a job/occupation is not a real thing. The closest thing I can find to what you want is being a worker at a historical weapons reproduction shop. Which, even then, you would have to specialize in a field of weapons/armor you make. No knowing how to make both flintlocks and swords. 

For skills, good night vision and hunting are skills that do not seem to make sense for your character. Since good night vision I do not think works and the hunting skills your character has. How does he know how to hunt if he knows barely anything about wilderness survival? 

Just so you know, if you did not already. There is already someone going for Japan. I am not saying you can't, but you would have an immortal character sharing Japan with you. So you should think, or at least talk to that player(Crusader Lord) who is in Japan with you, if you wish to stay or pick another location.   
   
As for the background, it feels unfinished to me, and I would like to see one or two more paragraphs about your character. Like, where or what happened to his mother? You do not need to have an interest in military history or strategy to want to make weapons or armor. I am saying this since you want to have at least three of the six not allowed skills that your character has. You can try to have them but, right now. I do not think leadership is one I will allow right now for your character. Since military tactics(military history) and historical knowledge(historical weapons) is stress enough for your character, I may allow it. But, I want to see a character sheet that fixes or addresses the problems I have with your character sheet. So work on it, and I will see if the character sheet can work after being edited.
