That is a ruling for situations when players want to introduce additional characters that are capable of fighting. For example, a pilot could have a scene where they start fistfighting some soldier who talked behind their back in the hallway, which would be a combat NPC in that case. The ruling is to prevent players from going too wild with adding fighting people into scenes and such. In general, NPC's don't need to be submitted, unless you have ideas to incorporate them into the story, in which case I would like to hear about the idea first before adding them in.
