Deep prejudice against Serbians. Background/Biography: Stephen was born into conflict. Facing ethnic violence from birth radicalised him and he turned to Kosovan nationalism. At age 15 he joined the KLA and participated in the initial raids against the occupying Serbian police. Despite losing many friends, and much of his family he survived this tumultuous time. After the official end of the war, he continued to stoke the flames of insurgency on the Kosovan border, inciting violence against Serbian 'peacekeeping' forces. These activities and various incidents of killing Serbian settlers resulted in drawing the attention of international law enforcement. As the insurgency wound down in 2003, most of the key players in the insurgency were either killed or taken prisoner. Viktor was fortunate to escape the hangman by exploiting ties within the extensive Albanian criminal underworld. After establishing a new identity and escaping the Balkans via sea journey, he established himself for a decade in the UK, earning a place in Excalibur International as a grunt technician, due to his experience handling explosives. During this fruitful decade he managed to rise to a middling rank by nature of him surviving (that's the way the money goes in DC). Stephen has lived a life surrounded by better and more heroic men. But as he has discovered, the best men aren't the men that survive. In 2015 he defected from Excalibur on amicable terms and was taken in by Acheron in a trade deal. Excalibur was happy to be rid of him, as paper pushers within the organisation had noticed irregularities within Stephen's paperwork and realised the people investigating Viktor Bakalli weren't far behind. The clandestine transfer to Acheron's US offices have thrown the team off of his trail for sometime. Since 2015 Stephen has been acting in Acheron mainly as a training officer, with only occasional mission deployments.
