1) Yes, because it would have been a surprise attack that would have started combat. Thankfully, it hasn't come to that.

2) Considering that we're talking about Necrotic Damage, the damage type, the items would react similarly if they were hit by other damage types. Fire Damage would burn the items, Cold damage would freeze the items, slashing damage would cut them, etc. 

So, I would say that the Necrotic damage would shrivel, decay, and have similar effects on such items.
