He is an evil cleric, raised in a society that promotes underhandedness and cruelty, who worships a god that venerates cleverness and caution second only to murder. And while the rule of hospitality demands a person be a good host, so far as I'm aware it doesn't actually have any clause that disqualifies a person from being obligated to repay a gift in kind. More over, the rules are currently enforcing themselves. Even if Voth believes Nibs doesn't intend to get a one-up on them, given his experience in the fey wilds so far, to his mind it's always better to err on the side of caution.
