There we are, not as early as I wanted to put it up but it's still the weekend. 

Between the new DoCS and the Character Tab, you should be able to make your characters. 

As I mention in the DoCS itself, things are still incomplete. Particularly the item/gear system. But I was able to make a solid character that focused on items so I think it's workable.
