Every person of that 4,000 is capable of magic to some extent. Most live in the fishing town by the coast. The island has had people since ancient times, whether they were travelers from some place, or descendents of those travelers. The buildings are mostly constructed of stone and wood, with modern buildings being rare. The roads are dirt, save for the stone path leading to academy, and the lone concrete paved road leading to and around the Maniacles base. At first glance, the island looks like an underdeveloped country, but they have all the amenities of modern world. The citizens of the town use USD for their economy. The town has its own small government, but has agreed to allow Maniacles an amount of control in exchange for helping to keep their island a secret. They have studied, and continue to study, technology nobody has even dreamt of yet. Thanks to their research in weapons technology, they can outfit their mercenaries in power armor and put high tech weapons in their hands. It is partially due to this that they are not only able to study the creatures that stalk the darkness outside of the average man's awareness, but also make deals with these creatures. Some employees of Maniacles, be they a mercenary or an executive, were once in experiments similar to the one on Palmer Island. It stood abandoned for over a century, after new people stopped arriving and the island mages started mentoring children at home.
