He knows that their control over Aethoria's agriculture should give them all the bartering power, however their lands are too vast to defend and not honouring a trade deal could bring all eight holds down on them. This is something Lord Tern expresses in paranoid bouts quite often while he throws his power around in public. He's a shining example of why you don't want the irresponsible, rakish younger brother ascending to governance. Lady Sable was married to Lord Tern's older brother for a short time and birthed a daughter, after which he flung himself from a cliff. She then was passed on to the second heir and froze her heart ever since. She favours her eldest daughter and barely touches Tern's children.
