I guess it depends on what you mean by up and coming, and is it an issue if people are starting at different points? As in, they were scouted at different stages of their career. I planned on my character being at around the 6th or 7th badge mark, but I can change that.

I like the idea of there being an institution that scouts promising trainers and kind of sponsors them to get them to the next level; to prepare them to beat the Champion and the real challenge that lies beyond. Kind of like Scott scouting people for the Battle Frontier in both the Emerald game and anime.
