I say go with whichever you'll be more invested in, but I did make my character concept with the latter in mind after you mentioned you liked the idea of the characters being recruited. Of course it's nothing that can't be changed. 

I also agree with Killamri that starting "up and coming" can still lead to the former especially if some time skips get thrown in at some point. Also fine with characters being at different stages, that makes sense as some would have been recruited/joined earlier than others. At least for my chara, similar to Cosmos he was gonna have a good handful of badges under his belt (and on a winning streak).
