Basically the way it works, HMs aren't really a thing. Rocksmash, fly, cut, etc are all just things most Pokémon cam kind of do already. Moves like surf, if a damaging move would likely be treated as just a normal TM. A Pokémon can have up to two moves added onto their normal move pool, either 2 tms, 2 move tutor moves or 1 move tutor 1 I'm move, + an egg move if you get lucky enough to catch one.
