Your kingdom is a vassal of the empire, which means  that the empire controls it. Furthermore, i [i]might[/i] let him know draconic. But the texts that he learned them from would be classed as forbidden by the empire as they treat dragons like, and act as if they were just animals. so knowing their codes and such besides a few fragments is a little much.
