Basically Canada is going to turn them into Consumer Good manufactures(Consumer Goods are things like computers, tablets, phones, kitchen appliances) buy it from them so they can focus there manufacturing on bigger stuff.(Tanks,explosives, weapons, planes, ships, spaceship parts, raw material refining)
