Pretty much; in fact, we could assume he is incapable of doing so. As a living concept, he lives on a separate plane from mortals, and his interaction is limited. So it's as if he's looking through a window at the material world, unable to pass through it. Though it doesn't stop him from being present in an abstract kind of way. If he could truly do so, then he'd have no need of a champion to do his work.

We could say that he can only shed bits of his being to be truly present in the material world - Ahrazan's armor and axes, for instance. Though once there, they cease to be under his control.
