quick question... Why would a 14-year old fight in the gulf war?

His age: 37
37-23=14

Wouldn't it be more logical to have experience from more recent wars instead? Pretty sure the IOA wouldn't look at people who fought in long-ago wars before looking at those who fought in recent wars, especially not for strike teams. Or pick former child soldiers, for that matter.
