As O'neill said, no-one is qualified to go through that gate before they step through it. This mission is no less different than sending people to new worlds and hence I don't think they would of specially put him through SG training just for it if he is a recent addition to SG-Personnel. A lot of people will be pushing to get a more prominent role on this ship who do not have their own or the capability/willingness to make their own. Which is why(Minus the IOA) I like the fact that some of the key positions aren't from the original SG countries.
