When you say made from flames I assume you mean like,say...a fire elemental-kind-sort-of-thing right? if so, then no, he is not made from them, the flames just emanate from his very presence and he can then manipulate them. I would imagine that other flame masters would be able to manipulate them as well yes, but considering Asmun is himself a master of the element as well as being totally and utterly immune to fire or anything related to burning stuff (he could literally plunge in smoldering lava and would be just fine if not even stronger o.o ) so I would imagine if he would be to fight a flame master it would come down to a more physical confrontation or who has the most imagination in fire bending :)
TBH I'm a little worried if a certain pretty warlock who just so happens to control water would suddenly decide "You know what, I'mma drown that horned fire dude" but such is the way of things no? :D
