Hello, potential allies and foes. I am here for one simple reason. I LOVE ROLEPLAYING.
However, this is not my first time on this site. I have registered three times before, and almost instantly left the account to be forgotten because this format was so confusing to me.
So as to not leave disappointed for a fourth time, I would hope some passerby who sees this could lend a helping hand, so as to explain it to me.
On my old RP website, when you had an idea for an RP you would post an Out Of Character page, in which you post all of the rules and story for the RP, and that is where people would fill out a character sheet that you leave for them. 
If enough people were interested enough to join, you would make an In Character page, where the actual RPing went down.
I've found that it's a bit more complicated than that here. Could someone give me a rundown of how to go about creating a new RP, and joining one?
