To play Devil's Advocate if he was severely intoxicated he probably would be better in the hands of the sympathetic NHS than the more harsh police officers. They were doing him a favor, and he probably wasn't that bad if they didn't call the police. 

Then again the whole point of emergency/walk in centres is you get treated quickly so your gripe is reasonable.
